Governance Policy

This policy is part of the continuity of the Scientific Code of Ethics, the Policy on the Use of Images of Minors, and the PSEA Policy already in force within the Network. It specifies the rules of composition, operation, and decision-making that guarantee collegial, transparent, and accountable governance of AMAPISE.

Article 1 — Institutional Structure

AMAPISE is administered by three distinct bodies: the General Assembly, the sovereign body bringing together all members; the Executive Board, responsible for operational and scientific direction; and the Oversight Committee, responsible for overseeing management and statutory compliance. The Réseau EnfanceAfrique.org, AMAPISE's scientific program, is further supported by a consultative International Scientific Council.

Article 2 — The General Assembly

The General Assembly meets in ordinary session at least once a year, and in extraordinary session at the request of the Executive Board, the Oversight Committee, or one-third of the members. It elects the members of the Executive Board and the Oversight Committee, approves the annual strategic orientations, and validates any statutory amendment.

Article 3 — The Executive Board

The Executive Board ensures the scientific and institutional direction of the association between two General Assemblies. It is composed of the President, a Secretary General, and a Treasurer, elected for a three-year term renewable once consecutively. The Board meets at least once per quarter.

Article 4 — The Oversight Committee

The Oversight Committee exercises independent control over the association's financial and administrative management. It reviews the annual accounts before their presentation to the General Assembly and may request an external audit at any time. Its members may not simultaneously serve on the Executive Board.

Article 5 — Prevention of Conflicts of Interest

Any member of a governance body having a personal interest, direct or indirect, in a decision under deliberation must declare it and abstain from participating in the corresponding vote. This declaration is recorded in the minutes of the relevant meeting.

Article 6 — Decision-Making and Collective Deliberation

Decisions binding the association are made collegially, with consensus sought as a priority, or failing that, by a simple majority of the members present. No major strategic decision is made unilaterally by the President, in accordance with the principle of collective deliberation that has underpinned AMAPISE's governance since its founding.

Article 7 — Transparency and Accountability

AMAPISE commits to the annual publication of an activity and financial report, upon receipt of its first institutional funding. Every contribution received is subject to declared and verifiable use, in line with the commitment already made on the "Support Our Research" page.

Article 8 — Responsibility for Implementation

The implementation of this policy is the joint responsibility of the President of the Executive Board and the Oversight Committee. Any question regarding this policy may be addressed to contact@enfanceafrique.org.
